The regular meeting of the Chesapeake Airport Authority was held on Wednesday,
November 12, 2014 at 7:00 p.m., at the Chesapeake Regional Airport, Chesapeake, Virginia.

CALL TO ORDER                                                                                                               
Mr. Earl Hollowell declared a quorum present and called the November 2014 meeting to order at 7:00 p. m.

MINUTES

After review of the minutes, a motion was made and passed unanimously to accept the minutes from the meeting on October 2014.

TREASURER’S REPORT
Mr. Don Britt filling in for Mr. Mike Lucarelli, stated that he has found the financials to be in order. A motion was made, seconded and passed unanimously to approve the October 2014 financials. Discussion about the financials resulted in the reformatting of the Profit and Loss and that it will start showing Year-To-Date Budget versus Actual rather than showing Month-To-Date Budget versus Actual.

INVOICES

Ms. Mary Cover went over the invoices for the month: Dominion Virginia Power $1,957.73 (Utility bill); US Bank $9,771.67 (bond payment); Don Bilbo $1,440.00 (Ramp Install), $33,725.00 (Hangar Reconstruction); Talbert & Bright $6,016.19 (Land and Easement); Temperature Control $6,435.00 (FBO AC Unit); and Overhead Door $2,358.62 (Hangar Reconstruction).

Operating Invoices over $1,000 covered by the annual check signing resolution or already approved previously that were paid 2014: Dominion Virginia Power $1,977.57, $1,957.73 (Utility Bill); Dixon Hughes & Goodman $1,300.00 (Last Audit Invoice); Kaufman & Canoles $1,007.50 (New Development Requests), $1,165.00 (West Road Conservation Easement); US Bond $9,770.92 (Bond Payment); Bank of Hampton Roads $1,772.57 (Credit Card); Talbert & Bright $15,245.49 (Land Easements), $1,642.30 (SWP3, ODC, SPCC Plan); and The Virginia Pilot $1,785.20 (VPDES Advertisement). A motion was made, seconded and passed unanimously to approve the invoices for the month of October/November 2014.

COMMITTEE REPORTS
Steering Committee
Mr. Joe Love stated that the committee has met and have been working on the steering committee description. Mr. Love stated that he hadn’t had a chance to review the lasted revision so is not ready to present to the board. Mr. Love stated that he will be ready to present to the board at the next meeting.

Rules and Review Committee
Mr. Brian Miller stated that he had received some help in getting the document of the rules and regulations to show the changes that had been made. Mr. Miller has sent that out to everyone and is ready for comments from the other members on the changes. Mr. Joe Love stated that we should make it an agenda item for  the next meeting and that everyone be ready to comment and or vote at the next meeting. Mr. Vince Gordon asked Ms. Mary Cover to resend out the document to the members for their review.

FBO Committee
Mr. Vince Gordon stated that two board members will be going out to look at several FBO’s to get an idea on how FBO’s look and are run. Mr. Joe Love, Mr. CT Cowling, Talbert & Bright and Mr. Chris Schrantz will be attending on this trip.

Mr. Brian Miller had questions about the titling of the New FBO Building Project. Discussion ensued about how the project should proceed.

TALBERT & BRIGHT – Mr. Steve Peterson was not able to attend the meeting but did email a report. Ms. Mary Cover read the report into the record.

Conditional Use Permit
The hearing is this evening, we anticipate approval by the planning commission.

Off-Airport Easement Acquisition/Obstruction Removal EA
The field work has been completed including a follow-up site visit with the US Army Corps of Engineers for the wetlands jurisdictional determination (JD). Once the JD has been issued by the Corps, we will incorporate this info into the draft EA and submit it to CPK, DOAV, and FAA for review.

North Terminal Area Apron Phase I & II

We are still waiting for design comments from the FAA and DOAV.  Revisions based on the City of Chesapeake review are ongoing.  This project is scheduled to be bid sometime in mid to late spring.  This will be dependent on guidance from the FAA with regards to funding. 

Stormwater Pollution Prevention Plan (SWPPP), Spill Prevention Control and Countermeasure Plan (SPCC) and Oil Discharge Contingency Plan (ODCP) Update

These plans are currently being revised.  A site visit will be scheduled in the next 2-weeks for site inspections.  The documents are currently being updated to meet current standards and to evaluate them for effectiveness and to address any potential improvement to the facilities or spill prevention practices.  These documents are required by the Virginia Department of Environmental Quality and are to be updated on a routine basis.

MANAGER’S REPORT – Mr. Chris Schrantz was not available so Ms. Mary Cover went over the Manager’s report:

Hangar repair update
The skin is going on the large bi-fold door on large storage hangar.  Electrical service has been restored to A Hangar including upgraded LED lighting.  Awaiting walk-through with engineer to identify punch list items prior to allowing occupancy.

Cox Business Solutions update
There have been 2 revised contracts since the last meeting.  Each revision has decreased the initial outlay as well as reduced the recurring monthly bill.  The new monthly bill has come down to $744.43 from an initial cost presentation of $829.22.  This price includes television feeds which can be enhanced or diminished which will have an effect on the recurring bill.

Security Study Update
The Department of Aviation is currently reviewing each airport’s snapshot.  Each report is roughly 75 pages and the DOAV reviews them all.  Chesapeake Regional Airport security snapshot was reviewed on the 5th of November.  CTI Consulting was given (the report about CPK was given) the OK to send to us.  Alton Jordan advised that if we didn’t see something prior to the holidays to give him a call and he would research further.

GCO Status
The GCO is now operational.  The technical assistance group in charge of the maintenance of the radio system is located in Miami.  After coordination with them, they were able to remotely reprogram the system using a land line. Mr. Chris Schrantz had to bring in a personal land line non-digital phone to retrieve the phone number to the land line. Mrs. Stephanie Schrantz assisted in identifying the land line number by receiving a phone call from that line.  With the proper number in hand, the technicians were able to effect the necessary repairs.

Space planner/flight school building update
A meeting was held to discuss the process of getting the flight school building constructed.  In attendance were Price Studios from Richmond working as a subcontractor to Talbert & Bright.  Also in attendance were representatives from Talbert and Bright and the Capital Development committee and Mr. Chris Schrantz.  There is a field trip scheduled for tomorrow to visit Chesterfield airport as well as Stafford Regional Airport.  Talbert and Bright have made the coordination calls to those airports.  Photographs and notes will be taken to share with the FBO committee.

Landowner meeting with Mr. Robert Robinson
Mr. Robert Robinson is a resident of Shillelagh Farms and a fence line neighbor of the airport.  He stopped over to meet with management and discuss the Easement Acquisition/Obstruction removal project.  Mr. Chris Schrantz showed Mr. Robinson the aerial survey done in 1996 with the projected tree growth identified.  The plan sheet presents very clear definition of the tree heights that would be considered obstructions to navigation.  Mr. Schrantz gave him a tour of the airport and invited him to let his neighbors know that they are welcome to come over and take a look around.

Easement Acquisition/Obstruction Removal Area
The Corps of Engineers were able to do a walk over of the Easement Acquisition/Obstruction Removal area of C&H Property.  Mr. Martin Holton, Land Owner is appreciative of the close coordination with him as it pertains to this project.

FY 16 Budget
Ms. Mary Cover stated that she had developed the preliminary FY 16 budget and has submitted it to the airport manager for his review. We hope to have the data in the hands of the finance committee in the next couple of weeks.

Tenant Comments:
Mr. John Beaulieu commented on the wires being put up down West Road and that he thought it was Cox putting in their wires. Mr. Beaulieu stated that they are looking forward to when the construction process is complete and that they would be able to move back into their area.

Member Comments:
Ms. Meredith Kennedy stated that she and Mr. Brian Miller had completed the demo survey on Survey Monkey. She sent the link out to the members and asked that everyone look at it please and send her back any feedback.

Mr. Joe Love stated that litigation will begin on December 1, 2014.

Chairman’s Comments:
Mr. Earl Hollowell discussed the need for this bridge project to hurry up and come to the close.

Welcome to Councilman Roland J. Davis. Mr. Davis introduced himself and talked to the board about what he hopes to do in the future for the City of Chesapeake.

There being no further business, a motion was made, seconded and passed unanimously to adjourn the meeting.
