The regular meeting of the Chesapeake Airport Authority was held on Wednesday, October 12, 2016 at 7:00 p.m., at the Chesapeake Regional Airport, Chesapeake, Virginia.

MEMBERS PRESENT   Don Britt, Wynn Dixon, Earl Hollowell, Meredith Kennedy, Burke Craver and CT Cowling
MEMBERS ABSENT   Richard Cheliras, Vince Gordon and Brian Miller
AIRPORT MANAGER   Chris Schrantz
LEGAL COUNCIL   Anita Poston, Vandeventer Black, LLP
AIRPORT ENGINEERS   Steve Peterson, Talbert & Bright

CALL TO ORDER
Mr. CT Cowling called the meeting to order October 12, 2016.

MINUTES
A motion was made and passed unanimously to accept the minutes from the meeting of September 2016 with corrections.  

TREASURER’S REPORT
Mr. Don Britt reported that he inspected the financial statements before the meeting and found them in order. A motion was made, seconded and passed to approve the financial reports for September 2016.

INVOICES

Mr. Chris Schrantz reviewed the invoice for the month: Stevenson Tractor $1,360.69 (Repairs); Talbert & Bright $6,826.50 (AIP6-21), $45,130.33 (NTA6-20), $33,937.15 (NTA 6-20); Weed Control, Inc $1,463.50 (Weed Control); Branscome $223,965.11 (Payroll request); Austin Electric $1,000.00 (FAA AWOS); 911 Restoration of HR $3,148.64 (FBO repairs); Dixon Hughes Goodman $2,500.00 (Final Audit Billing).
Operating Invoices over $1,000 covered by the annual check signing resolution or previously approved and paid in 2016 included: DEQ $1,949.00 (Annual Permit); Talbert & Bright $33,937.15 (NTA), $5,690.50 (AIP6-19); Branscome $306,875.26 (Pay Request #3); and Univar $1,277.80 (WWTP Supplies)

A motion was made, seconded and passed to approve the invoices be paid as presented.

COMMITTEE REPORTS
STEERING COMMITTEE – Report Discussion
Mr. Brian Miller absent for meeting.

TALBERT & BRIGHT REPORT Submitted by Talbert & Bright
North Terminal Area Apron Phase I & II
Mr. Steve Peterson stated that significant progress continues with some cost impacts from the rain due to extra soil.

Mr. Steve Peterson showed the board some renderings of what the NTA site will look like once hangars are put up per our airport layout plan that has been in place for years. Mr. Peterson also discussed the rehabilitation of the pavements on the airport. Mr. Peterson stated that the state has a surplus of funds right now and would be a good time to get the project going.

MANAGER’S REPORT
Mr. Chris Schrantz reported on the following:

Meeting with Department of Aviation, about future budget and projects. Mr. Schrantz stated that this is the perfect opportunity to take advantage of some grant options that may not be there in the future.

City manager has approved the cost share of the modification of the fire suppression pump.

Airport remained open during Hurricane Matthew.

Waiting for a carpet specification to be developed by MMMM.

Mold abatement contractor was brought in to take care of some mold problems in the flight school building.

House Budget Bill – main topic of discussion: reaching consensus about the methods of funding. Mr. Schrantz discussed the meeting.

Fire Department will be using our conference room tomorrow to meet with the governor to discuss the flooding from the Hurricane.

Tenant Comments:
Mr. Parkman discussed the use of one of his planes that took some council members into the air to survey the area. This should demonstrate the importance of the airport to the city.

Mr. John Beaulieu stated that they have been doing some emergency management training. Mr. Beaulieu stated that they had just completed a training session for NASA engineers. Mr. Beaulieu discussed the airport having a bond issue to redo the Flight School building with the board members.

Chairman’s Comments
Mr. CT Cowling stated that Mr. Chris Schrantz discussed the meeting concerning the House Bill and congratulated him for stepping up.

Mr. CT Cowling stated that the assistant city manager, Bob Geis, came to the airport, toured the airport and talked with the chairman and the airport manager.

There being no further business, the meeting was adjourned.
