The regular meeting of the Chesapeake Airport Authority was held on Wednesday, November 8, 2017 at 7:00 p.m., at the Chesapeake Regional Airport, Chesapeake, Virginia.

MEMBERS ABSENT CT Cowling, Wynn Dixon, and Earl Hollowell

CALL TO ORDER
Vice-Chairman Gordon called the November 8, 2017 meeting to order.

MINUTES
A motion was made and passed unanimously to accept the minutes from the meeting of October 2017.

TREASURER’S REPORT
Mr. Britt stated that he found the October Financials to be in order. Mr. Britt commented on the Fuel Farm being over-budget. A motion was made, seconded and passed to approve the financial reports for October 2017.

INVOICES
Ms. Cover reviewed the invoice: Talbert & Bright $11,797.11 (CS6-47, Inv. 4).

Operating Invoices over $1,000 covered by the annual check signing resolution or previously approved and paid in 2017 included: Siemens $2,128.00 (Fire Alarm Panel Repair); Inter Spec, Inc. $8,122.00 (Fuel Farm); Weed Control $1,463.50 (Weed Control); and Talbert & Bright $17,701.74 (CS6-47, Inv. 3).

A motion was made, seconded and passed to approve payment of the invoices as presented.

CLOSED SESSION
Motion to convene closed meeting:
Mrs. Kennedy made the following motion to convene a closed meeting and it was seconded by Mr. Rickerson:

I move that the Board of the Chesapeake Airport Authority convene in a closed meeting, pursuant to the exemption at 2.2-3711(A)(29) of the Code of Virginia, to discuss the awarding of a public contract by the Authority involving the expenditures of public funds for the performance of engineering services for the Authority, to conduct interviews with offerors, and to discuss the terms and scope of the contract where discussion in open session would adversely affect the bargaining position or negotiating strategy of the Authority; and the personnel exemption 2.2-3711(A)(1) of the Code of Virginia, to discuss and consider the performance, salaries of public officers, appointees or employees of the authority.

CLOSED MEETING COMMENCED – ___7:30___ P.M.

RECONVENE PUBLIC MEETING – _7:40____ P.M.

Certification of Closed Meeting:
Now, therefore, be it resolved that the Board of the Chesapeake Airport Authority hereby certifies that to the best of each member’s knowledge (i) only public business matters lawfully exempted from open meeting requirements under the Virginia Code, and (ii) only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considered in the closed meeting.

The minutes will reflect that the certification was made by Ms. Kennedy and seconded by Mr. Rickerson.

OLD BUSINESS
Engineer Selection
Mr. Craver moved that Talbert & Bright be engaged for two years as the authority’s engineers. A motion was made, seconded and passed to approve Talbert & Bright as the authority’s engineers.

NEW BUSINESS
Marketing Committee
Ms. Kennedy discussed a customer appreciation day in January. Ms. Kennedy also discussed the purchase of hats for these day. Ms. Kennedy also stated that she will be doing the magnet calendar again for next year.

Budget Committee
Ms. Kennedy stated that the committee is in the process of reviewing the FY 19 budget and currently is deferring action pending receipt of more information.

Security Committee
Mr. Chileras discussed the camera system for the airport.

Capital Development Committee
Mr. Chileras stated that the committee will be meeting next week to discuss the capital budget.

Talbert & Bright – Report submitted by Mr. Steve Peterson:
Corporate Hangar Site Preparation
The site prep has been prepared and submitted to the City of Chesapeake for review. The project is on schedule for advertising in late November to meet the December 29th deadline to be ready for the VAB meeting in February.

Easement/Acquisition
All the plats have been received and are now in the hands of the appraiser.  Once the appraiser is done with his work copies of the appraisals will be sent to Mr. Schrantz for coordination with Authority legal counsel.  Once approval has been obtained then the appraisals will be sent to the review appraiser for final review.  At this time, it is expected that by January 2018, the Authority will have final appraisals and will be ready to start negotiations with the land owners.

Manager’s Report:
Ms. Cover discussed the following:

Jimmy Sanderson is scheduled to be at the January meeting to discuss bonds and funding strategies for a new hangar.

The corporate hangar site construction is an 80/20 funding and has been identified as the most immediate project for consideration at the February VAB meeting.

State Maintenance funds will not be available for another 45 days due to lack of availability. No retroactive grant requests.

Mr. Britt suggested that the authority develop a policy on how to handle expenses that cause overage within the budget in relation to approval by the board.

Ms. Cover reminded members that next meeting will be the holiday meeting and families are invited.

There being no further business, the meeting was adjourned.
