The regular meeting of the Chesapeake Airport Authority was held on Wednesday, June 8, 2016 at 7:00 p.m., at the Chesapeake Regional Airport, Chesapeake, Virginia.

MEMBERS PRESENT   Don Britt, Earl Hollowell, CT Cowling, Vince Gordon, Brian Miller, Richard Chileras, and Burke Craver
MEMBERS ABSENT   Meredith Kennedy
AIRPORT MANAGER   Chris Schrantz
LEGAL COUNCIL   Anita Poston, Vandeventer Black, LLP
FBO REPRESENTATIVE   John Beaulieu, Horizon Aviation
AIRPORT ENGINEERS   Steve Peterson, Talbert & Bright

CALL TO ORDER
Mr. CT Cowling declared a quorum present and called the June 2016 meeting to order at 7:00 p. m.

MINUTES
A motion was made and passed unanimously to accept the minutes from the meeting of May 2016 as previously circulated.  

CITY ATTORNEY PRESENTATION
Mr. Andy Fox, city attorney, gave a presentation on the Freedom of Information Act and Conflict of Interest Act.

TREASURER’S REPORT
Mr. Don Britt reported that he inspected the financial statements before the meeting and found them in order. A motion was made, seconded and passed to approve the financial reports for May 2016.

INVOICES
Mr. Chris Schrantz reviewed the invoices for the month: Branscome, LLC $83,115.01 (NTA 6-20 Pay Request 1); Talbert & Bright $39,487.21 (NTA 6-20), $5,690.49 (AIP6-19 Environmental Assessment); Campbell Oil $1,060.00 (Filters); Clerk, City of Chesapeake $105,000 (Property Settlement); and Pender & Coward $10,794.25 (RPZ Rwy 5).

Operating Invoices over $1,000 covered by the annual check signing resolution or previously approved and paid in 2016 included: City of Chesapeake $33,284.04 (Second Half Stormwater Fees); City of Chesapeake $13,500 (Semi-Annual Note); VGMSI $2,085.00 (Worker’s Comp Annual Fee). A motion was made, seconded and passed to pay the invoices over $1,000 for the April/May 2016.

OLD BUSINESS
Rules and Regulation Committee
Mr. Brian Miller passed out a copy of his comments. Mr. Miller stated that he still doesn’t have a response back from the FAA. Mr. Miller discussed different items that need to be adjusted in the rules and regulations.

NOMINATION COMMITTEE
Mr. Burke Craver of the Nominating Committee, along with Mr. Earl Hollowell, nominated the following slate of officers: Mr. CT Cowling, Chairman, Mr. Vince Gordon, Vice-Chairman, and Mr. Don Britt, Secretary/Treasurer.

NEW BUSINESS
None

COMMITTEE REPORTS
STEERING COMMITTEE – Report Discussion
Mr. Brian Miller handed out documents on his discussion. He discussed his findings about fuel in the area. Mr. Miller suggested that the steering committee has done its job and it’s now up to the authority to decide what they want to do.

TALBERT & BRIGHT REPORT Submitted by Talbert & Bright
Off-Airport Easement Acquisition/Obstruction Removal EA
Mr. Steve Peterson stated Short Form Environmental Assessment was submitted to DEQ and the comment period will end tomorrow.

North Terminal Area Apron Phase I & II
Mr. Steve Peterson stated project has been shut down and hope to have the project back up and running next week.

MANAGER’S REPORT
Mr. Chris Schrantz reported on the following:

Men’s Room Fire
Mr. Schrantz stated that we had a fire in the men’s restroom, Fire Department and Police responded. Serve Pro and Four C responded to begin repairs.

DOAV Visit
Mr. Schrantz stated the DOAV will be visiting us on June 20 at 930 am. All authority members are invited.

Helicopter Fuel Leak
Mr. Schrantz stated that we had two helicopters from Homeland Security here and one of them developed a fuel leak. The leak was contained and taken care of Hepaco. The appropriate people were contacted.

VSC on the Pump House
Mr. Schrantz discussed the problems at the pump house. VSC has come up with a plan to correct the problems by sinking a deep well and keeping 500 gallons in the pump house available to keep the pump cool. The estimate for this project is $43,152 and engineering review fee of $4,800.00.

Capital Development
Mr. Schrantz stated that he had met with the committee as well as Talbert & Bright on ways to create revenue generating projects.

CHAIRMAN COMMENTS
Mr. CT Cowling gave thanks to the employees and the authority members for everything they do.

There being no further business, the meeting was adjourned.
