NOISE ABATEMENT PROCEDURE – RUNWAY 23 DEPARTURES
Please do not forget to use our Noise Abatement Procedure when departing on Runway 23:
At 400 FEET OR ¾ MILE FROM THE END OF THE RUNWAY, TURN EITHER LEFT TO A HEADING OF 185º OR RIGHT 45° TO A HEADING OF 275°.

OSIPOVS v. CHESAPEAKE AIRPORT AUTHORITY
Our petition for appeal was filed with the Virginia Supreme Court on June 10, and the Virginia Airport Operators Council (VAOC) filed an amicus brief in support of our petition. The legal counsel for the plaintiffs has filed a response to our petition. Now we are just waiting to see if the Supreme Court will hear the appeal. I will keep you posted.

TERMINAL BUILDING EXPANSION
We moved into the new wing of the terminal in July. If you get a chance, come by to see Mary and me in our new offices. We will be starting on Phase II, the renovation of the previously existing building this month, and I think you are really going to like the final product. Please bear with us - - we will be 100% complete in late October or early November, and then we plan to have an open house (with a pig pick’n) to celebrate.

RUNWAY AND TAXIWAY RE-MARKING
In July we closed the runway for a few days and had the markings and striping repainted. I have heard that the reflective beading in the paint really makes things stand out at night. While we were at it, we also had some the pavement in the vicinity of T-Hangars D, E, F, and G seal coated and restriped. We apologize for the inconvenience, but I think it was worth it.

PRECISION APPROACH PATH INDICATORS (PAPIs)
You may have noticed that the PAPIs were out for a while. The regulator that powers the PAPIs blew the mother board, and it took six weeks to get a replacement part. They should be good to go for the long term now.

FREE FUEL
THIS MONTH’S QUESTION: No one responded to our last question, so we will run it again. According to FAR Part 91, how is aerobatic flight defined, and what restrictions are placed on a pilot operating an aircraft in aerobatic flight?
